Combine the first five ingredients and then stir in butter. Set aside 1 cup for topping. Press remaining mixture into a greased 9"x13"baing pan. Bake at 350 for 10 minutes or until lightly brown. Meanwhile, combine whipping cream and caramel cream in a heavy suacepan or microwave-safe bowl. Cook over low heat or microwave until melted, stirring often. Sprinkle chocolate chips and peanut crunch over the crust and top with caramel mixture. Sprinkle with reserved oat mixture and bake for 15-20 miunutes or until topping is golden brown.
